Does The Number Of Links On A Page Affect Ranking?

Much research has focused on the arrival of links to a page, but little has focused on the number of links, actually, a page (outgoing or in other parts of a Web site). Many SEO gurus have recently been talking about something they call PR-leaks , which seems to be a theory that links are more outgoing, more your page rankings on Google leaks away. This concept is not scientific works published by the founders of Google, but seems to be accepted by a majority of SEO.
